Personal Viability (PV): Purpose and approach

Personal viability training prepares people for life and to play a full role in sustainable economic development by equipping participants with the skills (character and competence) needed to be self-reliant and financially independent. This is a unique approach – especially in developing nations where the short term quest for food, water, money, shelter and other resources tends to be the focus.

PV-GULL launch event

On Wednesday 12 November 2008, GULL & the Entrepreneurial Development Training Centre Ltd (EDTC) Papua New Guinea, signed an MOU in the State Function Room at the National Parliament of Papua New Guinea. This marks the beginning of a collaboration to reward & certify Personal Viability (PV) students with a recognized university professional degree, mapped against the attainment of EDTC PV grades.

The Governor General of Papua New Guinea, Grand Chief Sir Paulias Matane, Founding Chancellor of GULL & PV Patron was the keynote speaker & chief witness at the MOU signing ceremony. The Moderator of the United Church of Papua New Guinea The Reverend Samson Lowa, Winston Jacob, GULL Representative, Pacific Region and the EDTC Scheme of Self Reliance Board (Paul Wiau, Alison Simbe & Samuel Tam Jnr) were also present to witness this groundbreaking event

The GULL/EDTC MOU offers a unique opportunity to obtain a Government recognized professional degree at an affordable cost, using the PV process. Donor agencies have historically focused their resources and attention on the development projects – they want to see something tangible in return for the investments made. This approach is unlikely to succeed if the individuals with responsibility for the various development projects have not undergone development themselves beforehand. The Personal Viability programme addresses this need.

PV’s aim is to enable the people of PNG and other Nations that adopt the PV programme (some 20,000 students since 1996) to become fully self-reliant and financially independent. EDTC provides the content, structure and curriculum for grassroots development and an EDTC PV Grading system to measure good character & competence. GULL provides a system and process for action learning, tracking and recognizing outcomes and for certifying personal and professional attainment (linked to the PV Grading system).
