Margaret Elias MBE, Papua New Guinea’s senior public servant and Chief Secretar y to the Government has been awarded an honorary doctorate by the Global University for Lifelong Learning for her contribution to public service and her support for the ‘Personal Viability’ (PV) training for life system and GULL. In a distinguished public service career, Margaret has held numerous roles and prior to her current appointment she was Permanent Secretary at the Department of Personnel Management. Margaret has long been a champion of action learning in Papua New Guinea and she is a strong supporter and advocate of the Personal Viability system and its affiliation with GULL.
